Resolution:
It is not possible to change the time  stamp of the job NJAMS_JOB_TRACK_TEMPLATES_DROP_OUTDATED in TIBCO BusinessWorks ProcessMonitor(BWPM) version 2.x. This is because this time stamp is not persisted, neither in the database nor in any configuration file. Beginning with BWPM version 3.0.0, this job is renamed to NJAMS_JOB_TRACK_TEMPLATES_UPDATE_LAST_REF and its scheduled time can be changed. This can be done by following the steps below.

1). Navigate to BWPM GUI->Administration tab->System Management->Job Control.

2). Look for the job named NJAMS_JOB_TRACK_TEMPLATES_UPDATE_LAST_REF and click on the left icon (it looks like a clock). An 'edit job' window will appear.

3). Change the 'starts at' field to the time stamp that you wish.

4). Click on 'save and close'.
