Resolution:
If you have Engine balancing enabled and you have an Engine configuration that allows Engines more than one home Broker, it may appear that balancing has not happened when both Brokers are idle. One Broker may have a disproportionate number of Engines logged in, while the other has less.

This behavior is normal. When work is submitted and the Brokers are not idle, they will balance Engines accordingly, and the desired Engine ratios will be maintained.
