The COM Publishing agent does not support SendReceive method (i.e the adapter cannot support Request Response Invocation Services) with Non ASCII data. This is a known issue in releases 4.2.0 and 4.2.1. This affects use of the adapter for Request Response Invocations for Non ASCII data. This issue is release noted in the adapter documentation. Request Response Invocations are configured when the adapter must behave as a RPC client, to fetch data from an external system or to perform a particular operation on external systems.
