BW migration tool will only create place holders for Design Time libraries. It does not convert the project or process to BW 6.
Resolution
There is no Design Time libraries in BW 6.1. Shared module feature could be used to compensate this. The Design Time library should first be created as a shared module. After converting the dependent project, the place holders could be replaced by defining the shared module as a dependent.
