When using commandqualifier="ValidValuesInit" in a record query webservice call, newrecord.xml assign constraints are not fired.

This is a known issue.

Resolution:

To resolve this issue, try the following:

Move the constraints in the newrecord.xml to catalogvalidation.xml and use the record query webservice call with commandqualifier="ValidValuesInit"
