This is because of a user validation failure. The administrator domain root password was changed from TIBCO Administrator GUI but not in the DomainUtility. When changing the password for an administrator domain root user, change the password both in the Administrator GUI and the DomainUtility. Refer to the TIBCO Administrator document, User's Guide > Chapter 4 Managing Users and Roles > Changing Domain Administrator User Credentials.
