Resolution:
If an inactive FT member does not hear from another (active) member for a period of time (activation interval), it send a SYNC message. A member will also send a SYNC message when it receives a SYNC message. A STATUS messages contains the members new parameters, which is sent:

1). From an FT member when it sees a heartbeat from a new member previously unknown.

2). From an FT member if the client applications dynamically adjusts its weight via tibrvftMember_SetWeight. .
