The installer is probably either looking for an already installed JRE or trying to unpack and install a temporary JRE.
Try using an already installed JRE, by adding the following command line option to the installer command line:
-is:javahome <JRE HOME>
replacing <JRE HOME> with the home directory for the installed JRE on your machine.
