Resolution:
BW by default uses passive ftp connection to the ftp server, when you enable detailed tracing within BW, you should see lines like

227 Entering Passive Mode
...
The active mode is not supported with the present version of BW (5.1.3).
In BW5.2 ,there will be an option in the ftp connection for the user to choose to use either Active or Passive connection.
