Symptoms

The EMS Server is running with the authorization enabled. From the admin tool (tibemsadmin), issuing the command: "create durable <topic> <durable> <properties>" fails with the error message "Not authorized to execute command"

Disable the authorization while creating the static durable subscriptions.

The cause is a defect in the EMS Server.

This problem is fixed since TIBCO Enterprise Message Service 4.1.0.
