Resolution:
You should NOT start the agent manually. The agent is started automatically when you configured a Siebel event (e.g., using VB script within Siebel) and the Siebel event is triggered. If the agent is not started automatically, check your NT registry, most likely you had the wrong configuration in the NT registry.
