[ComponentFramework Deployment Worker Thread] [INFO ] stdout - javax.jms.InvalidDestinationException: Not allowed to create destination

Cause:
This occurs when the EMS user used by the TIBCO ActiveMatrix ("AMX") governance application does not have permission to create a new destination and the following queues are not present in the server:

queue cl_payload_queue
queue amx.governance.stats
