Use this document to create your flat file guideline: FlatFilesAtForesight.pdf.  It is located in the C:\Foresight\EDISIM\Documentation directory.  For an example of how a correct TEXT .sef looks, examine the file BC_HOME/protocols/tibedi/samples/sampleDocs/guidelines/PO_Positional.std to see how a file should look.
