Resolution:
There was a defect in all versions of PortalBuilder prior to version 4.0.1. This defect caused new connections to be established instead of reusing the existing connections. The problem was usually observed if dynamic synching with the corporate LDAP was enabled. A work-around was to set the synchronization method to 'periodic' with an interval greater than 8 hours.
