Resolution:
The timer plugin calls RV API functions to implement the timer functionality. As such, it will use the default RV transport specified in the Tools -> Options -> Engine section.
You could see this error if you have already started an RVD with a non-default parameters and then try to start the timer using default values (or vice versa). The fix is to change the default transport to match the running RVD which will allow the timer plugin to refer to this daemon.
