User control settings are too restrictive for the installer.
Resolution:

Go to Control Panel and select 'User Accounts'. Select "Change User Account Control Settings" and set it to Never Notify Me which is the lowest settings. After installation you can change it back to the previous setting. See attach document (Filename: Resolution.png) for a screen capture of the change.
