Resolution:
The database backend is recommended for distributed development on an enterprise-level, and for production Repository instances. The file-based backend is appropriate for single-user development.
Note in TIBCO Administrator 5.0, we actually recommend to use file based backend because it is easy to manage and yet is reliable with support of the revision control system.
