Cause:

Incorrect classpath settings.

Resolution:

Missing classpath is in library entrust.jar located in &ltTIBCO-HOME>/tpcl/&ltTRA-version/lib/
-update be-engine.tra and add &ltTIBCO-HOME>/tpcl/5.6/lib/ to the classpath (property tibco.env.STD_EXT_CP)
