Oracle has privileges for many actions. For instance, SYS.UTL_SMTP is needed if the application will use Oracle facilities to send email. Can InConcert server run without that and the above privileges?

InConcert does not need any of the above Oracle privileges packages to run. It is okay to remove these privileges from the icdbown user.
