Resolution:
Issue
-------
In Designer's Adapter Tester, when customer tries to start a project with Siebel Adapter, the tester requests not only:
'Working Directory' & 'Adapter Executable'
but also:
'Arguments' and 'TRA Template'

Reason
----------
The designer is using the installshield API to query for the installed adapters and requires read/write permissions not only on the vpd.properties file but also the folder they are present in.

This issue is seen if one user installs TIBCO Software and another user tries to use the same.

Workaround
----------------
Customer needs to provide read/write permissions on the C:\windows folder to normal users.

Resolution
--------------
Please copy the vpd files("vpd.properties" and "vpd.properties.tibco.&ltmachine name>") to the user home directory.
For example if the user is "testuser" the above mentioned files have to be copied to the following path: "C:\Documents and Settings\testuser" from "C:\Windows" folder.
