Resolution:
Work-list support from Business Studio/DecisionManager is disabled/removed starting from BE 5.1.0. All approvals go through Web Studio only. However, an end user can still login, checkout, edit and commit managed artifacts from BusinessStudio/DecisionManager.
Note: Configure the setting -DACTIVATE_BUSINESS_USER=false in the DecisionManager .ini file and restart the DecisionManager.
This would make the DecisionManager have the administrator role. By default DecisionManager is the given business user role and has limited access.
