Yes.
To start Inconcert on a non-default RV port, you will have to set the following environment variables -
IC_TIBRV_DAEMON
IC_TIBRV_SERVICE
IC_TIBRV_NETWORK
You can set this values as per your need. For example if you are using a service port of 7700 and other values are default, you can set these values as follows -
IC_TIBRV_DAEMON
IC_TIBRV_SERVICE = 7700
IC_TIBRV_NETWORK
