Resolution
Changes to the Certificate Store settings do not required an Interior Server restart. The only time the interior server needs a restart is when the Admininstrator>BusinessConnect>Systems Settings are changed for the following areas:
Inbound public transport
Inbound Mail POP3 Servers
Audit, Non-Repudiation, and Runtime Database Configuration
Activated Protocol Plug-ins and Properties
