Universal Installer fails with the error: Logging for installer was not set. TIBINS5088048: Error: Error encountered during initialization.
Symptoms:
The complete error looks as follows:

Launching InstallShield Wizard........
Logging for installer was not set.
TIBINS5088048: Error: Error encountered during initialization.
Please review the installer log for more details.
Cause:
Either the home directory has not been created or is not writable.
Resolution
The home directory needs to exist for the installation to be able to store the install registry information as well as log files. If the home directory exists but the creation of the directory fails, then the directory is not writable. Permissions need to be changed so that the directory is writable.
