When you apply security policy and policy association to SOAP and Service activity, the process works fine in Designer tester but fails in Administrator. Various errors may occur depending on the project configuration.

The reason for this is that when you add the process that contains SOAP and Service to process archive, when you build the .EAR file, the security policy and policy association resources are not automatically added to the shared resource. The solution is to add these resources manually to shared resource when building .EAR file.
