Resolution:
For XML Canon 3.1 running on Windows, this parameter is set from the registry.
On Windows XP, start -> Run -> regedit -> HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\xmlcanon\Parameters and modify the following two Parameters:
tibco.env.HEAP_SIZE_MAX
java.heap.size.max
