Resolution:
When we suspend the process starter all of the jobs which are there in the pager directory will be processed and no new messages will be recieved by the Subscriber.
For eg. If you have 4 jobs in your JDB (Max Jobs) directory and 10 jobs in your pager directory, and if you suspend the process starter now, it will not pick up any new messages which are being published to this subscriber, but all the messages which are in the pager directory (10) and the jobs in the JDB directory will be processed.
