Resolution:
When starting the be-dbutils if you get an exception like.

Lib name /tsi/tests/installations/be/aixr09104/64bit/tibco/jre/1.5.0/bin/classic/libjvm.a
Failed to load shared library, library name : /tsi/tests/installations/be/aixr09104/64bit/tibco/jre/1.5.0/bin/classic/libjvm.a

Then make sure you add the following to the be-dbutils.tra and restart it.

tibco.env.LIBPATH %TRA_HOME%/hotfix/lib%PSP%%TRA_HOME%/lib%PSP%%TPCL_HOME%/lib%PSP%%RV_HOME%/lib%PSP%%JVM_LIB_DIR%/classic%PSP%%JVM_LIB_DIR%%PSP%%TRA_HOME%/hotfix/icjava/6.2/lib%PSP%%TRA_HOME%/icjava/6.2/lib%PSP%%LIBPATH%:/tsi/tests/installations/be/aixr09104/64bit/tibco/jre/1.5.0/bin/j9vm
