In Windows 7, other than Administrator, the local system account has limited access rights for a service in the command windows. To run uninstall services from the command window, the following error is being thrown:
tibcoadmin_<domain name>.exe --uninstall
tibcoadmin_<domain name>.exe --install
tibcoadmin_<domain name>.exe --update
Failed to open the Service Control Manager.

Start the Command Prompt by selecting "Run As Administrator"
