Cause:
=====
The BE 5.1.0 studio_tools was used with a BE 5.1.1 system.  Adding -verbose:class to the extended Java options in the studio_tools.tra highlighted the problem when compared to a working system.

Use the BE 5.1.1 studio_tools executable.
