Resolution:
This is an issue within the InstallShield code on XP when the regional settings language is Turkish. Refer to http://support.installshield.com/kb/view.asp?articleid=Q110959. The workaround is to temporarily change the language to English for the time of the installation and switch back to Turkish afterwards. TIBCO Runtime Agent (TRA) 5.7.0 and above releases are not affected as they are no longer based on InstallShield.
