Explanation:
When a publishing client first tries to publish a load balanced or GMD message on a particular subject the RTserver must first stall the clients involved while it performs the necessary initilization with the other RTservers in the cloud. This messge Indicates that when the server  went to resume one of the clients it could not because the client had disconnected from the server during the time it was stalled.
