Resolution:
Engines that do not log into the Director may have the following log message:

Info: [EngineDaemonLoginManagerPlugin] Daemon login declined during license refresh while logging in:

This is due to a known issue when you click the license update button without a file in the file field. Try to update with the new license again, and be careful not to click the button twice.
