Timer activity in format "2004 Apr 28 20:35:11 EST" does not work in TIBCO Administrator.

Cause:
====
The date format for all regional settings is the same as yyyy MMM dd HH:mm:ss z. For some regional settings (Finnish/Japan/CZ...), you have to use the localized names for month or else you can try to specify month number (Dec -> 12) and can test. For example, you can not use "Dec" for December as your local word is probably something else. When using Finns/Japanese words for the months, it works fine.
