Resolution:
EMS is not licensed based on the where it is run or how many copies are run. You can run any number of
instances. It is based on number of connections it will allow. So it won't restrict for FT or running multiple
copies on the same machine or different machine.
Please check with your TIBCO sale contact about your agreement.

After EMS 4.4 tibemsd maintains separate counters for normal clients and programmatic admin clients. Normal clients can be limited by setting max_connections in tibemsd.conf.

Programmatic admin connections (combination of .net admin API and java admin API clients) are limited to 256 maximum connections.
