Resolution:
RTView can display unicode characters from multiple locales at the same time in the rtview dashboard.

1. Set the input locale on the machine to the proper setting (e.g., Traditional Chinese)
2. Select an rtview object (e.g., label object) and type in the foreign chars in the "label" property.
3. Change input locale to a different setting (e.g., Simplified Chinese)
4. In the same builder instance, select a new object and type in the new text.

Both font sets should render properly.
