Resolution:

Description: after apparently successful DBMS upgrade, Rep Server upgrade gives
"row not found" error.
"In step three, where the attributes table is created and
populated, we were running out of space in tempdb. It ultimately required
almost somewhere above 25MB of space in "tempdb" to run successfully. This
caused the later errors in the Repository upgrade. "
NOTE: There can be other causes of this error especially when cloning a system.
