Resolution:
When logged in to the machine where the ActiveMatrix Policy Manager is installed using IE 6.0/7.0 browser, Policy Manager Console doesn’t authenticate the user. It gives an error:

The user does not have access to TIBCO ActiveMatrix Policy Manager - Console or the user session has timed out
Refresh the browser window.
========
In the command window for the Policy Manager itself, you may see the following exception:
--com.amberpoint.awpx.framework.platform.DriverServlet processRequest
-- WARNING: Unauthorized access from user [*unknown*].
Enabling session cookies using IE settings (Privacy Tab) solves the issue.
