Resolution:
NT service to access the network drive you need to change the NT service/logon option from "Local Account" to "Network Account"
Also set TNS_ADMIN to the UNC location of the tnsnames.ora, e.g.:
TNS_ADMIN=\\netapp1\mytnsdirectory
