Resolution:
This error could be due to you did not configure/modify the route configuration correctly.
The correct way to change the routes in a zone from one type to another is to delete and then recreate them administratively via tibemsadmin. This needs to be done for all the participating servers and cannot be done by simply changing the information in the routes.conf file unless you remove the db files as well. When the routes are deleted administratively you will be able to change the routes in a zone from one type to another.
If you still have the problem, please send us your routes.conf files for all EMS server to review.
