Resolution:
If you plan to create a new user "user3" in the LDAP, then before creating user3, you need to define the proper ACLs for user3 in the EMS server, i.e. if you want the new user to be able to only publish to a queue called queue.sample, you can simply modify the ACLs for that queue in the acl.conf.
