When the local channel is full, TIBCO BusinessEvents (BE) will discard the events sent later. Unlike a JMS channel, BE will never retry because there is no way for a local channel to become disconnected. When a rule or rulefunction is unable to post a message to local channel,  there is nothing that can be done as no exceptions are thrown and the only way to get this information is in Post-RTC.
