Resolution:
The answer is no.
If you still keep other rulebases deployed, you will encounter error when you try to upload the new mar file to this domain. There are two workarounds:
1. Undeploy all the rulebases before upload the new mar file.
2. Separate this rulebase(which need to be updated frequently) with other rulebases( which don't have this needs) into different Mar files which will make it easy to maintain.
