Resolution:
To get your project to send ISO-8859-1 documents to BC, remove the "Parse XML" checkbox on the Send Request task, and use a "Render XML" task prior to passing the payload to the SendRequest task. The "Render XML" task allows you set the outbound encoding, which will be passed intact by both the BW-BC plugin and BC to the outbound trading partner.
