Resolution:
Running with Decisions Level of VIOLATION or RULETRACE is recommended as opposed to  INFO or DEBUG log level will cause performance to degrade significantly. RULETRACE will not degrade performance but that will allow you to see what rules are firing and some performance metrics in the log.
Although RULETRACE is not one of the options shown in the properties file with log settings (CcCommon.properties), you can add it in yourself and it will work.

Logs will be created, which then should be submitted as part of a TIBCO support call
