Resolution:
Look in the Administrator.log for any database error which resembles the following:

"java.sql.SQLException: [tibcosoftwareinc][Oracle JDBC Driver][Oracle]ORA-29701: unable to connect to Cluster Manager"

Check with your DBA to resolve this error. One of the causes may be described below.

The machine was a clone of another machine and the binaries were not installed but rather, cloned from another machine. To resolve this issue you should run the following commands.

From the $ORACLE_HOME/bin directory:

localconfig delete
localconfig add
