Resolution:
The first thing to check is to see if the customer killed RVD before changing the settings.
This error can be a real error when the customer for instance set IC_TIBRV_NETWORK and IC_TIBRV_SERVICE and then changes one or the other. The will also happen because clients are connected or listening on those settings thus preventing a freeing up of the port. Killing all of the clients fixes that problem.
