Resolution:
More detailed debug information can be enabled, especially as it relates to synching users and roles between Administrator and the BWC/IC database.  Naturally, this would be present on the Administrator side of the operation.  To do this audit trail, enable the following in the Administrator tra file:

# Enable Workflow users' synchronization logging
java.property.WorkflowDebug=true
