Resolution:
No, the sample ceritificates for EMS can not be used when running the EMS server in FIPS compliant mode, as they are not FIPS compliant certs.
We specifically don't provide (FIPS) sample certificates because we don't want average customers using this. It really is for government or projects related to the government. There is no plan to provide these in the release itself.
