Resolution:
First make sure that the domain is configured to use LDAP when the domain is created.  As of Admin 5.4.0, there is no way to convert a non-LDAP domain to a LDAP based domain.
If the domain indeed is created as LDAP based domain, please check the AuthorizationDomain.properties under &lttra_home>/domain/&ltdomain> if there is the following line:

useCorpRepo=true

If the line is not there, please add the line and start domain utility.
